Inward processing regime
An inward processing regime is a trade and production framework governing the use of imported inputs in goods made for export. In this article, changes to the regime include shorter certificate periods and a minimum domestic-procurement requirement for exported goods. The concept belongs in the archive when coverage concerns how inward-processing rules affect steel processors, coated-sheet producers, pipe manufacturers, procurement flexibility, costs or export competitiveness. It is particularly relevant to downstream production that relies on imported flat steel as an input. This concept is distinct from a general import quota or an anti-dumping case: it concerns the conditions under which inputs may be used in export-oriented production.
